It did all work out surprisingly well, I'm a little amazed myself. Madanach is not terribly trustworthy, it's true, but at least he's not got absolute power, he still had to swear loyalty to the Empire, so there'll be Legion troops and Imperial observers around to ensure he doesn't start burning Nords at the stake for entertainment or anything.
