I nominate Ancarion. Like seriously what other Thalmor agent takes a captured person to their ship to SHOW them the map then just scare them with a few bruises? THEN When you go confront his ass, he either strikes up a bargain or is like "Whoa, no need for intimidation take the map jeez we'll leave okay." And that's that. And if you come back you often see him just reading. What other Thalmor does that? Most stalk around their places reminding you they will kill you.

And his soldiers are all in leather? Could you not afford the elven wear Ancarion or are you just a penny-pincher? Like we need to sit you down and talk, honey.

hahahahaha, I just had to stop in here and say you made me laugh because you are SO RIGHT. When I first encountered these guys I literally shook my head and said "guys, seriously, the Thalmor on the mainland are a better class of criminal."
