Considering the level of guard corruption involved, Riften or Markarth would be my choice for the city in question. In particular, this is something I would definitely not put past Thonar Silver-Blood, especially post-Forsworn Conspiracy and Cidhna Mine -- he's certainly got the connections for such an arrangement, and he's definitely enough of a bastard to do this to someone.

And this qualifies as one hell of an awful situation, one that is practically begging for a DB to set things to rights. My own DB already hates Thonar for orchestrating all those murders in Markarth using the Forsworn, and she would more than likely be absolutely furious at the situation he's put this poor woman in, enough to finally put the axe through the skull that this bastard deserves.

I was actually thinking of Markarth when I wrote this prompt, but an axe to the skull is far too merciful a death than Thonar deserves.

Yeah, something along the lines of having a Daedric dagger, cos of the spikiness, rammed into his groin and slowly dragged up his body, puncturing as many organs as possible on the way up, that's how i like to imagine my dragonborns killing Thonar. I may have insane levels of hate for the Silver Bloods....
