I've tried multiple playthroughs to hear this, but haven't been able to trigger it. Could someone please list the conditions for this dialogue?

You just have to be a Stormcloak going into the conference, I think. After you make a decision about Elenwen staying/going, and depending on which side you're on, either Tullius or Ulfric will feel the need to make a show of how they are ONLY there to deal with the dragons, not to negotiate with the opposing side, yadda yadda. If you're a Stormcloak, Tullius is the one who pulls the alpha-male political-theatre routine:

Tullius: "One moment. I just want to make clear that the only reason I agreed to attend this council was to deal with the dragon menace. I have no authority to negotiate a permanent settlement, unless Ulfric is willing to sue for peace and turn himself over to Imperial justice.”
Ulfric: "Master Arngeir, are you just going to let him continue to--"
Tullius: “We’re here to arrange a temporary truce to allow the Dragonborn here to deal with the dragons. Nothing more. We consider even sitting down to talk with these rebels more than generous.”
Ulfric: “Enough posturing, Tullius! If you came here to talk, let’s get on with it.”

Thanks! That would explain why I've never seen this. The civil war is unpleasant enough that I almost always put it off till the very end of a playthrough- if I do that quest line at all.

Is OP (or anyone) still interested in a fill? I've got some ideas, but it may take a while to get the characters to cooperate.

I'm interested in this, too! My significant other is playing through the Civil War at the moment, doing the opposite of my choices so we can see the outcomes.
I wonder if *SPOILER SPOILER* Vignar Gray-Mane might already have replaced Jarl Balgruuf in this fill (assuming the Dragonborn is on Ulfric's side in this scenario). In which case, Vignar would be at the proceedings instead of Balgruuf. There are some unique dialog bits if Vignar is there.

(More Vignar dialog can be found on the UESP site, where there's a section about his bit in Season Unending)

When General Tullius makes his first demand, Vignar will angrily break in:

Tullius: "Riften must be returned to Imperial control. That's our price for agreeing to a truce."
Vignar: "Elisif, are you really going to be a party to this foolishness? Do you really think Ulfric will just turn Riften over because some Imperial general barked an order?"
Ulfric: "That's quite an opening demand, Tullius."
Vignar: "Ulfric, you can't be taking this demand seriously? We can hold Riften against anything the Empire can throw at it. Besides, Jarl Laila will never agree to..."
Ulfric: "Vignar. We will do whatever I decide is in the best interests of Skyrim. Are we clear?"
Vignar: "Yes, my lord."

I guess that settles that, then! This will be my first fill, so this may be a bit of a mess. Apologies in advance for taking liberties with the script! please don't hurt me...

You know, I was always surprised Ulfric didn't have an even bigger reaction to Elenwen trying to sit in on the negotiations, since she *MINOR SPOILER* tortured Ulfric for a very long time after the Markarth Incident.

*Before* the Markarth Incident, when he was a POW during the Great War. But yes, he has excellent reasons both political and personal for demanding she be thrown out.

D'oh, you're right.
I assumed it happened when he was a prisoner after the Markarth Incident. But no, that was his SECOND imprisonment, when his dad died tragically.
And then, there was that time, at the beginning of the game, when he was a prisoner with us in that cart, to be beheaded...
I'm starting to see why he's a grumpy guy.
Also, how does he get captured so much? Seriously. If he gets imprisoned one more time, he gets a free sundae.
