No, they are definitely Altmer descendents, there's a huuuge amount of lore about it.

The reason they're stereotyped as small/sickly/frail (remember the days of physical stats?) has to do with the fact that elf/man genetics were never meant to Do That. Bretons break the general rule that 'half-breeds' aren't a thing in Tamriel, you're always just your mother's race, and it's never explained what freakish thing went down to change that.

Additionally, Breton men aren't even short. They're flat average human height, officially in the game engine stats. It's the women who are short. Bosmer, meanwhile, have average height women and short men. So they don't even have that in common.
